The Mexican Government has included in its 2026 Economic Package a proposal that directly affects the video game industry. According to the document submitted to the Chamber of Deputies, a special tax of 8% on digital services that offer violent video games is proposed, a measure that falls under the so-called “health taxes”.
The Ministry of Finance explained that the goal is to discourage the consumption of products considered harmful to physical and mental health, including online betting, sugary drinks, and tobacco. The administration of Claudia Sheinbaum claims that these industries generate a high social and economic cost for the country.
An extra tax on violent video games and other industries
The document specifies that:

Violent video games will have a special tax of 8% applied to their digital services.

Online betting will see an increase in its tax rate, from 30% to 50%.
The Government justifies this measure by stating that “recent studies have found a link between the use of violent video games and a higher level of aggression among teenagers”, in addition to social effects such as isolation and anxiety.
The revenue from these taxes will be allocated to a special fund for public health, whose annual expenditure on diseases related to the consumption of sugary drinks, tobacco, and other addictions is estimated at 116 billion pesos.
If approved by Congress, these provisions would come into effect as of 2026, marking a new front in the regulation of video games in Mexico.
